The Crown Prosecution Service is to consider bringing charges against 14 serving and former Staffordshire Police officers over allegations relating to a murder investigation.
The IPCC investigated dealings with a protected witness and disclosure issues prior to the trail in 2008 of five men over the death of Kevin Nunes.
Mr Nunes was shot dead in Pattingham, Staffordshire, in September 2002.
Two serving Chief Constables are among the officers involved.
