Scotland's deputy first minister will argue that the economy needs a stimulus from enhanced capital investment in order to drive growth and create jobs.
She will say that Mr Osborne should use the opportunity presented by his forthcoming Autumn Statement to increase capital spending for the UK, including Scotland.
Ms Sturgeon will say: "I have a very direct message for the chancellor today.
"A message on behalf of every construction firm clinging on by their fingertips. On behalf of every unemployed person desperate for some light at the end of the tunnel.
"Our economy needs a capital stimulus and it needs it now.
"We must build our way out of this recession."
Critics say the Scottish government must share some of the responsibility for the latest jobless figures which showed Scotland lagging behind.
Ms Sturgeon will tell delegates she and her fellow ministers are doing "everything possible" within the tight constraints laid down by Westminster.
