Heavy snow and ice has led more than 260 schools to close in Norfolk.
Norwich Airport has reported flight cancellations and signal problems are causing some disruption to Greater Anglia train services.
Delays of 45 minutes are affecting the A47 dual carriageway heading to Norwich, with 30-minute delays the other way.
The A140 into the city was also jammed, while there were delays to bus services.
Norfolk Police said most roads in the county remained passable "with extreme care", but motorists were advised to only make essential journeys.
Drivers are having to tackle ice and heavy fog in the sub-zero temperatures.
GridlockBBC Radio Norfolk reporter Jill Bennett said the main coast road in north Norfolk had been gritted, but all the side roads and pavements were like a "sheet of ice".
Greater Anglia said Norwich to Great Yarmouth services had been suspended due to signal failure at Reedham, and bus replacements would be limited due to the hazardous conditions.
The Met Office has issued a yellow warning of ice, advising people to be aware of possible disruption, but no more snow has been forecast in the county.
The severe weather caused widespread problems on Tuesday, with an afternoon snow storm causing gridlock on Norwich's roads.
Grapes Hill on the main inner ring road was shut as drivers struggled to get up it. People were seen abandoning their cars.
Temperatures in Norfolk are expected to remain below freezing on Wednesday. Marham fell to -13.1C (8.4F) overnight.
